GPremoli Military is a purely visual tag for the uniforms, not contextual (unless you're getting to sailor uniforms that could also be school uniforms depending on context maybe) with the only part of military clothing shown being the admirals hat in this one I'd say its not really enough for the tag to apply here.
Shirou insists on not having this tag anymore because the ugly old shits people primarily wanted to filter out with this are already covered by Ugly Bastard

Only close to his ban would we start giving tagging quality priority over whoever uploaded first if Sigmarc was involved to combat that frustration and improve tagging quality.
To moderators he was a problem child, constantly misbehaving and refusing to learn, now matter how often you'd explain things to him, using a valid source site instead of Nhentai resize is the only thing where he wouldn't just end up relapsing anywhere between 2 minutes and 2 months later, being a toxic piece of shit in comment sections just ment more work moderating those and the way he'd react when any problem was pointed out to him was so childish it was highly questionable for him to be that active on an 18+ site anyway.

We do have this weird bug where galleries that were edited between upload and approval won't show up on uploader tags, which is motivation to get it right the first time for most of us but I suppose you're one of the few people where the scanlator tag is more relevant credit anyway, those aren't affected by this, only uploader tag.
nasu_senseiDo try to import actual tags, if uploading before exhentai takes care of that you can generally copy them over from the raw on exhentai to have something to start with
