Blowjob also does not apply, being only 3 pages out of 24 pages with content, 20% (or about a ~20 page chapter for long galleries) is the bare minimum for actions that can take more than a single page or visual traits/outfits that can stay that long (unless of course a single panel of it would ruin the whole experience for a majority of people like with scat) and I'd say for something as common as blowjobs that base 20% is still really lowballing it.

I'd let Shaving have the exception because while incredibly short it does play a vital role for setup, though I wouldn't be surprised if something really into it gets frustrated with how little screentime it has and tries to remove the tag again.

oh, i got it now. I had not read before the Tagging guide and its definitions before, hence the confusion. I apologize for the extra work, guys, really sorry. I'm still learning all the best practices; and hope to be a help rather than an annoyance.

Don't worry, you were still more accurate than I'm used to, and I recall Shirou didn't exactly write the cleared or most up to date guidelines anyway. The presence rule and reading tag descriptions just to be sure there aren't weird exceptions or misunderstandings to its use is vital but beyond that its a lot of experience just getting used to all the ways tag importer fucks up that are likely to slip past initial moderation or went unmoderated before 2020, and which tags can only be added manually because they're Pururin exclusive
